As East Bowral grew, Wingecarribee Shire Council collected developer contributions to make improvements to infrastructure which would benefit the wider community. These funds have been used to provide playgrounds, community centres, footpaths, water drainage and other infrastructure.
The Section 94 Plan has now been repealed by Council as East Bowral is fully developed, however there are funds remaining that need to be spent. A number of projects have been nominated by the East Bowral Community Group and Council staff which could be undertaken. And they are asking for your help in where to spend the money.

One of the options for part of the money is that Council would like to spend some of the funds on improving the David Wood playing fields including improved fencing, seating and playing surface.
Highlands Football Club utilise the David Woods Playing Fields on a regular basis. We are seeking your support in ensuring some of the funding is spent on upgrading these facilities, not only for Highlands FC but for the whole community.
The Highlands football community would like you to consider voting preferentially for:
- Project No.11 (David Wood Playing Field venue upgrade)
- Project No.16 (Shared pathway David Wood Playing Field)
- Project No.1 (Rec slab) – with a comment to the effect ‘that the funds be redirected to the David Wood Playing Field venue upgrade project and not used for a rec slab’.
